2005-august-31 | The councilmen had a surprise upon their arrival to another work day at Manaus Municipal Chamber. The informatic electronic panel, that among other functions, indicates the presence and absence of the councilmen in plenary, regulates the speakers time in the rostrum, and displays what each one of the 37 politicians decided about the voting matters, was installed in Adriano Jorge plenary .
To the councilmen, this inedit equipment will permit more transparency in the matters voting trial, and bigger control of presence in plenary. The mess to know who voted in favor or against a project, that is so common to occur in CMM, has its days counted. The panel will be removed for the new chambers headquarters, once it will be inaugurated.
Exercising the fifth mandate and used to the votings by gestures or words, the councilman Leonel Feitoza (without political party) considers the electronic panel an efficient mechanism to the votation become clearer. “That is why in the majority of Brazilian parliaments, votation is electronic”, said Feitoza.
In the exercise of his fourth mandate, the PT leader in the CMM, councilman Francisco Praciano, understands that the parlamentar voting through gestures is outdated. He commented that, in parliament composed of 37 members, the conventional voting, raising a finger or the hand, causes a lot of mess and waste of time, while the votation through an electronic panel is clearer, more reliable and fast.
The councilman Sildomar Abtibol (PRTB), that is in his third mandate, understands that the panel will permit bigger control not only of the votings, but also of the parley presences and “above everything, permits that the population can watch the behavior of his representative at the right moment of voting” stood out. For the councilman Glória Carrate (PP), that exercises her second mandate, the electronic panel ends the confusions, avoids misconceptions, and permits that the citizens see how are their representatives voting.
In the incessant search to become his political and administrative acts more and more crystalline, the electronic panel is part of the transparency trial of the CMM. For the president of the chamber, councilman Marco Antônio Chico Preto (PPS) the digital technology that supports the panel is a part of a bigger project than is being performed in the municipal parliament to democratize the information, providing it to all the citizens.
The president is certain that the panel '' is an efficient instrument to, among the measures in course, give to the society conditions to accompany the councilmen action in the exercise of their mandates''. The CMM, according to Chico Preto, is assuming total exposition of their attitudes, and disponibilising the informations through all possible sources. He observes that few parliaments in the country were brave to abolish the secret vote, and remembers that in the Chamber, the councilmen make decisions in open meetings accompanied and broadly divulged by the media, with plenary sessions transmitted live by Chamber TV. In that context, for Chico Preto, the electronic panel is more an instrument to serve the democracy and transparency. '' The panel shows clearly as each parliamentarian exercises his vote about the matters that are processed here'', explains.
''In that form, the CMM fulfills the lawful and constitutional duty of maximum transparency to the popular mandate exercise, and goes beyond what the law recommends, because we understand that the society deserves respect'', ratifies.
